How much do you think can be efficiently allocated to reducing GCRs?

Regarding Biosecurity, I gather from the text that  ~$10bn would probably be adequate. I am having a hard time thinking of scalable ways of working toward reducing other GCRs. 

(World GDP is at about $80 trillion)
