Are there funds for small amounts of individual support?

I frequently get questions at my job about whether there are funds for comparatively small amounts of money (below 5k) for individuals for:
a. mental health treatment, or, 
b. living expenses during times where income is not guaranteed (either health issues, change of carer or upskilling). 
I am aware of OP. Are there other funds? Thank you.
